You can make Skyrim Dragon armor if you reach smith level 100. The Dragon armor gives over 300 armor. If your smith level less than 100, you can easily level up this. You need to buy lots of leather strips and iron gots, then go to Blacksmith forge to build iron daggers. Repeat the process to make your smith level up. After your smith reach level 100, use the perks on smithing until the Dragon armor, after you do that go on workbench and use more Dragon scales and bones to improve the armor.

Here are the list of differet types of Skyrim Dragon armor that can be crafted in Skyrim. The former only requires the Dragon Scales, while the latter requires both Dragon Scale and Bone.
